MANAGEMENT
Structures have been formed by
integration of academic and administrative structures of adult and
elementary education into composite entities for better planning and
management. This gives it the strength and authority of a
government structure and flexibility and autonomy of a society. The
management structures from school to state is Parent Teacher
Association (PTA), Jan Shiksha Kendra (JSK), Janpad Shiksha Kendra (JPSK),
Zila Shiksha Kendra (ZSK) and Rajya Shiksha Kendra (RSK). The
organizational set up for implementation of SSA is as follows:
Strengthening Zila Shiksha
Kendra (ZSK), Janpad Shiksha Kendra (JPSK), Jan Shiksha Kendra (JSK)
Key educational personnel of the
ZSK at district, JPSK at block & JSK at cluster were trained through
teleconferencing. This training was in response to effectively
implement the SSA programme. The training included the issues of
micro planning, monitoring, implementation of various SSA
components, girl’s education, field trial, civil works, evaluation,
research, finance, feed back of training, etc. The roles, duties,
responsibilities of the respective functionaries & activities
envisioned in the JSA were also focused in these trainings. Further
training programs will also be organized to address the issues of
management skills, analytical attitudes for effective use of data
for planning and monitoring purposes, financial management,
procurement procedures, quality academic monitoring and research
methodology.
The recurring operations and
maintenance costs and salary of the necessary staff have been booked
in the AWP & B.
Provision for workshops &
seminars has been made. The details have been given in relevant
sections. The mobilization activities to be carried out at block and
district level and provision of updation of Village Education
Register and Plan have been made.
Monitoring & Supervision
Monitoring indicators have been
developed to assess the quality of the education. These outcome
indicators have been developed in such a way that through the use of
such indicators the district can achieve the quality in learner’s
achievement. These indicators to achieve the program goals are

1. Data based monitoring-
Data collected regularly to
monitor SSA objectives and AWP targets. Three types of formats have
been developed for data based monitoring.
IPMS
– for monthly reporting

DISE – for annual reporting
The improved "Integrated
Programme Monitoring System" (IPMS) generates a database required
for Quality and equity indices for regular periodical review.
Besides this the Programme Monitoring Information System (PMIS) and
the EMIS is the base for data based monitoring. The data pertaining
to different aspects of elementary education are collected in a
particular interval and analysed to identify the problems at
different levels so as to formulate measures to address the faced
problems at the earliest.
Workflow for collecting data
At Village level
: Every school presents its
current status on enrollment, attendance, achievement, and analyse
the data and submit to village in-charge before third Saturday of
the month.
At Janshiksha Kendra :
Village in-charge submits the status report of all schools of
village to Janshikshak on third Saturday of the month. Jan shikshak
not only compiles the information but also analyses the information
and submit a report to Block
At Block level :
Jan shikshak gives their information to concerning block personnel
in the monthly training programme at DIET. Block resource centre
coordinator and block academic coordinator collects the JSK
information and compile in the prescribed format of block. Block
also analyse the information and plan remedial action for the next
month.
At District level :Block
coordinators compile and analyse their information and submit to
district. District submits information to State in the prescribed
format. Special focus in monitoring is given on backward pockets. |
